Goals:
Summary: A secret division of the UN, The Headquarters is the international government body on gifteds. Mostly this is hunting those with strange powers down, finding information and locations – though hopefully also a prisoner or two to interrogate or test – and occasionally ransom for extra income. This section of the UN and all its knowledge is kept hidden from the public and all other government branches; hence why it is not allied with The Guild (though The Headquarters does use them occasionally).
The Headquarter's main priority is to gain information on and study those with supernatural power, in order to counteract rebel and terrorist groups made up of such people – their intentions are to protect the world, a noble goal, but have been forced to adopt a policy of ‘The Ends Justifies the Means’ through lack of other options.
One of their main goals is to prevent The Illuminati from gaining much power, though the information they have on the cult and its plans are sparse at best. The Illuminati and The Headquarters are probably the two most powerful organizations at the moment, fighting in a secret cold war.
The Council's lack of relation with The Headquarters is due to the fact that the supernatural community is still largely a mystery, and The Council is still in development; therefore, it is not a very popular faction and its name is rarely ever mentioned.

Summary: In short summary, The Illuminati are a cult. They are bent on conquest, domination, and eventually tyranny, where they shall control all aspects of society to create a 'Utopia'. This is a goal all its members seek with utter fanaticism. Mostly containing dark-minded humans, magic users, and supernatural creatures, they work secretly in many of the major cities in the US and Europe, using primitive and supernatural mind-control techniques to intimidate some of the world's most prestigious people to join their cause. Most people will never know that The Illuminati even exists, no matter what they do within their city. These people work with demons, and some have even sold their souls to some of the darkest beings known to even the supernatural community for fame, fortune, and power. The ruling figure of the cult is called 'The Patriarch' and the other high figures within the society are called 'The Luminaries.'
One of The Headquarters' main orders is to prevent the Illuminati from succeeding, and they are basically the only people outside the cult aware of its existence. The Illuminati and The Headquarters are probably the two most powerful organizations at the moment, fighting in a secret cold war.

Summary: Led by a small group of esteemed magic users in the supernatural community, The Council’s place of operation is a small refugee camp for supernatural creatures, located in northern Canada. From here they operate and send out ambassadors to locate magic users and other supernaturals in major cities throughout North America, as well as other heavily populated areas in the Americas. Once they gather a fairly accurate census of the supernatural community in the Americas, they plan on expanding their search throughout the rest of the world and building more refugee camps, as well as a resistance force.
They are rivals to The Guild, who intend to hunt down magic users and control them, while The Council is the leading drive behind the resistance fighting back against such hunters. Some have heard of The Headquarters as well, and a feeling of opposition is apparent from within The Council, but because The Council is not in a state to leave its own headquarters, it cannot show any sort of rebellious acts towards The Headquarters.

Summary: The Guild is the meeting point of multiple different hunter groups; some of them legal, some of them government owned or supported, others even the government itself cannot, in good conscience, agree with. It doesn’t matter; The Guild is a place where information is exchanged, liaisons and multi-group hunts are arranged. Its also the place where any group can contact and hire a mercenary; a hunter without a group, instead going to the highest bidder for a mission or a catch.
They are all unified in their search to capture those gifted with strange powers, and as such their rivals are The Council, who are seeking to unify the magic users and create their own government outside that The Guild supports.
